Health centre plans are thrown out

HEALTH centre campaigners have issued a rallying call to residents and doctors after receiving a massive boost to their healthcare plans.

Borough councillors last night threw out health centre plans for land off Portland Drive in Scholar Green by 12 votes to three.

The plans included 56 houses, and had been opposed by Scholar Green Greenfields Association.

The association wants to see the centre and an independent pharmacy created on the disused Scholar Green garage site.

Plans submitted to the borough council by site owner Colin Ashley are due to come before the borough council's planning committee in the next two months.

Association founder Les Woollam was at last night's meeting, where the refusal of the Portland Drive scheme was greeted with loud applause from the packed audience.

"We don't see this as any kind of victory, but rather a common sense decision," he said.

"The vote shows the proposed housing is totally unnecessary and unwanted.

"We recognise the village needs improved medical facilities for residents and GPs, but not at the expense of more housing.

"We feel the decision taken last night is in the best interests of the village and Congleton Borough as a whole.

"Following the decision the association urgently wishes to work with residents, GPs, the PCT and the borough and parish councils towards the common goal of delivering a true state of the art health care facility to Scholar Green and the surrounding area."

The refusal of the plans by Oakapple Primary Care and housebuilders Gladedale North West was greeted by a shout of "hooray for people power."

However one member of the audience raised the issue of what happens now by asking "what about our surgery?"

Cllr Andrew Thwaite called for the Portland Drive plans to be refused because the proposed houses were not contained in the local development proposals.

"We do not want 56 houses on a greenfield site when they are not included in any of our plans," he said.

Cllr John Cliff said the Portland Drive scheme had split the village.

"There has been a lot of argy-bargy and threats, and everyone should be ashamed about what's gone on in the village over this plan," he said.

There was no justification for the houses, he said, and the garage site should be carefully considered.

Mr Woollam is hoping the garage site scheme can be considered by councillors next month.

I am delighted that the Planning Committee have agreed to look at the most sensible site for the Scholar Green Health Centre i.e. the garage site with its proven safety record for traffic entering and leaving the location. If we could also have a pharmacy - this would further enhance our village. Let's hope that we can now have some harmony and achieve an acceptable outcome for residents and patients.

I was at last night's meeting since many residents of my parish receive medical care at the Scholar Green Surgery. As I left the meeting I was aware that many of those gathered were expressing their anger and dismay at the outcome of the vote. I thought the quality of the debate was poor, with little or no focus on how the super surgery would be provided. I wonder if anyone from the PCT has considered if the much talked about garage site is adequate for their needs. If it isn't, will there be members of the planing committee owning a sense of their own shame?

The PCT have been approached with details of the garage site alternative, and have been in contact with the site owner. Plans presented as part of the formal planning application for the garage site clearly show that the healthcare centre and associated infrastructure proposed for Portland Drive can readily be accomodated on the garage site. The garage site offers many benefits to the health centre project, not least of all the removal of a large unwanted housing development. It also provides a superior health centre which will, unlike the Portland Drive proposal, benefit from an attached pharmacy offering free prescription collection and delivery service, weekend opening, over the counter medication etc. I feel strongly that all stakeholders - residents, PCT, Doctors, Council - should now work together to acheive the common goal of delivering the best result for this delightful village.

It's great that the plans were thrown out perhaps we can start looking seriously at the garage site that is falling into disrepair. And also why does it seem that no one cares about the village just about having the houses and a health centre when we have the opportunity to have a health centre and keep green fields. All the people who wanted to destroy this village with a large housing estate should hang their heads in shame. New houses should go in the towns, not in the villages which already have too many houses.

I'm disgusted that the new health care centre has been refused. Apparently the PCT have confirmed in writing thatthey do not support the alternative site. Why wasn't this mentioned at the Committee meeting? We have now lost an opportunity for some much needed affordable housing too. As a low wage earner this issue is very important to me unlike the residents of Portland Drive who appear to have more money than sense .
